The A.I. has a check to see if you have it and it's safe to colonize, but supposedly it's backwards. They colonize if you don't have it, but won't colonize if you do. For OP, the planets in question are Walled Garden, Prophet's Retreat, Emerald Mausoleum, and Pristine Jewel.
