No. You can ask Menge where the loot is before you ask about Dandelion and he tells you it's in a Koviri bank. Triss later finds the key on his corpse, you can give the key to Dijkstra and he is able to recover his treasure but there is no way to tell him straight up that Dandelion stole it.
