They said it is a David Bradley. I don't have a clue as to who made it. All I know is that the wife said it was "cute". So now I own it. Have already been pulling the wife around showing it to the neighbors. It will make a nice parade vehicle. I intend to weld a couple brackets on it to lock the tines in an up position for "road travel".
