Re: CFE223 and 7mm-08. Hodgdon's data states starting load of 46 grains to a Max load of 49.5 grain. You may want to check the bullet manufacturer's data and compare the two, which you should always do. I would suggest you start at 46 grains and only move up a half grain at a time with a bigger sample group of 5 loads.

I ran those numbers through Quickload and it estimates a pressure way over the max, even for NATO.
