It contains game-specific cryptographic keys, also known as “title keys.” The emulator can accurately replicate the gaming experience on your computer by decrypting the game files with the help of these keys. Click that, extract it somewhere. It is a full backup of the title keys website (for better and worse.) There isn't an easy way to download keys.txt (though you can upload.)
