Eloise outperforms Garuda in every game mode except very early PvP. PvP is the one game mode that gives you the least progression. Garuda probably shouldn't be built to E5. Like, ever. She's a good first 10 star, and should be fed to Eloise as soon as you have Eloise at E2.
