It changes on the Hz. VSync forces the game to sync (duh) with the monitor's rates so you can get a smoother play. Normally,i would not recommend such as it could cause visual glitches and slow you down. If you want to play at 144 fps, then yes turn it on. Personally it depends if you play windowed or fullscreen.
