I honestly don't have a good reason for picking them over the Legends. I will reiterate what everyone says, "Anything you choose will be better than stock".

I looked on Ohlins website and the ones without the remote reservoir can be had for $950. I'm just looking for a more comfortable ride when two up touring on my 19 Ultra Limited.
Pro's for Ohlins are that they are quality units. The build quality is right up there as you'd expect, and they work a treat when they are setup. Downsides are that they require a bit more tooling and knowledge to service, parts are exy, and the knowledge base isn't that huge for the home tuner.Ohlins - Excellent Pro-Action - Very Good Legends - No wow factor over the others as I was expecting. All three are very close but the clear winner is the Ohlins with the remote reservoir. Still some tweaking to be done on the Legends in fairness to them. I do run a set of Ohlins on my '02 FLHT (124TQ/110HP) and can't imagine a better improvement; however, after such a rave review, this fall I might have to buy a set of Super Shox to compare with Ohlins based on your claim.
