I have a starter that clicks and spins, but does not start the engine. It does not work even if I directly jump the starter solenoid. New battery a few weeks old, 12.4V on multimeter as of today. When connecting the multimeter to the solenoid, it only gets 3 volts with ignition engaged, and 10-11 volts when I jump the solenoid directly.
