NO national mail counts were scheduled in the 2018-2021 contract agreement. -- The USPS has the option for a national mail count over the last 12 working days in September. -- MOU's #1 and #2 haven't been used in the past, so probably ( JMHO ) won't be used this year or in future years.If there are five (5) or fewer pieces requiring an acceptance scan, the carrier must scan each piece. It is not required that the carrier scan each piece if a large quantity of parcels ( 6 or more) are being picked up. So this new info is on the new carrier pick up form/PS 5630.
