My litter robot is not cycling.

We got a litter robot 4, I think about 3 weeks ago, for our two cats. We're having a number of issues, and I'm not sure which ones to address first and how. The cats don't want to use it. It's currently turned off, is exactly where their old litter box used to sit, and a smaller, less frequently cleaned, litter box is nearby.
