I suspect each of them only drops with specific criteria, but what that is I am not sure. I mostly do strongholds in hard/challenging. I would recommend to definetely prioritize backpack targeted loot open areas instead of missions and to keep doing control points at heroic for the named enemies. I got 3 so far by doing that.
