A brand new solo slooper has that chance of any meg being a ghost. Now for the twist. Take the person on a crew with the highest number of fully complete commendations (level-5). Each commendation that person has completed increases the spawn chance by 0.0015% which seems insanely small.

Killing 50 Shrouded Ghosts requires RNG and time. Two people could put in equal time and effort and one player has seen and killed 6 while the other has seen and killed 1.
