They are rare on normal. You need to be super efficient and fast to increase the odds. Only 3 are needed for the triumph and most people should hopefully have 3 before resetting Xur's reputation (80-ish Dares). Running Legend Dares increases the chances of lightning rounds considerably. They are much more frequent on Legend.
