If you need a reference, you can hold a pointer or stick with a couple of bricks near the tread. That is very easy and will tell you if the tire is out or the wheel is bent (much more likely these days). To check the wheel, put the pointer next to the rim while you spin.

Keep filling that chamber with epoxy. And maybe drop a few washers in there for good luck. Put the big nut back on, with epoxy, as well. That will almost completely make the valve a bypass. It had a failed vss signal (bad cluster) and caused it to go into full rail limp mode. Blew out the front main seal, lost all its fluid. Its not very long. Install the jets before you attempt installing the pistons. Those bolts are a special grade bolt too. Do not use a home depot bolt. You need to clean the filter head rub it dry. I take the seal off the filter an rub completly with fresh oil an stick oring back on filter inside of the grooves an screw it on. That's the best way I use to only rub the top an screw on but found out this way is a thousand times better. I use the Motorcraft FL-1995 powerstroke filter as well.
