Even with those buffs it doesn't come close to the gauss minigun. Gat plasma vs pepper shaker can differ depending on enemy since one is mostly DR and one is ER. It does sit even with Gat plas against queen. With One Gun Army and Enforcer Perk, and a bonus if one of the rolls is +50% Limb Damage, the Pepper Shaker will cripple a wing on the SBQ quickly. The problem is the AP Cost using it in VATS, but I think it still cripples well, even outside of VATS. The only other good use for a Pepper Shaker is staggering in PvP, draining AP from opponent ... There are armor piercing capacitors you can add along with a suppressor if you want. Build it however you want to play it. Avoid the grounded mutation. Go run events in the Cranberry Bog. Most events will give you not only normal Heavy Combat Armor but also can give you one star legendaries. the plan is from grahm's meat cook seasonal event. but it can be bought from or traded with other players. you can also ask someone to craft you one as the pepper shaker itself can be dropped as well. For anyone able, pepper shakers have sold quite well for me in the past, just your ordinary, everyday pepper shakers.
My shotgunner, runs in three modes: vats crit, explosive, and pepper shaker. I do the most damage in vats crit mode, because I'm sneaky like that.
