Start in Riverside. Low zombie density, good loot. Muldraugh is definitely not a newbie friendly town. It's both loot and zombie rich. To disable zombie respawns go into sandbox settings, open Advanced Zombie Options, set "Respawn Hours" to "0.0", this will remove Zombie respawns.

Half of those aren't starting locations. And Rosewood is missing. Best location for veteran players is Muldraugh because it's the easiest to get a vehicle working at. The whole south is full of parking lots, plus the crossroads towards Rosewood and the Warehouses out of town. With a working vehicle you're free to go anywhere you want in the map.
