There is a bug at the moment which means that if you dual wield hand crossbows, it applies your Dex ability modifier to the damage of both hand crossbows i.e. including the off-hand crossbow, even without the Two Weapon Fighting style, which it really shouldn't. Ideally you should take both, but only fighters, rangers, and college of swords have access to the latter. Dual wielder also allows you to put a wider variety of weapons in the offhand.
